Build.prop tethering mod no longer working on ATT?

Just finished updating to Nougat via fastboot. Did the build.prop pull, added net.tethering.noprovisioning=true to the end and it's still trying to authenticate. I added it to the end of the file, tried putting it on the next line down, tried end of file again, still not working. Anyone have any insight?
