For this, we need do the following:

1. With our favorite explorer, go to /system/hw_oem/PE-TL10/prop and open the file local.prop with text editor
2. We look for the line "ro.config.hw_floatvideo=false" and change it to "true"
3. Save it, reboot and now we can enjoy floating video.
