Root is needed and a root explorer app.
1. If your phone is rooted, go to /data/system/users/0/ and paste your wallpaper here.
2. Rename your wallpaper to: keyguard_wallpaper
3. Change permissions to: rwx------
4. Change owner to: 1000-system
Change group to: 1000-system
5. Done enjoy.
